I think you also need to create us a email platform just as secure. An actual secure email that would be great and pair well with your system. Somehow you'd have to be able to police this so only TM-Real Americans, could use it. And you could never sell either technology to China or any other entity.
I've built and managed super high volume email servers before I moved from the trenches to the boardroom. Implementing the technology for a hardened email server is a whole lot easier than getting messages to people's inboxes. It is no small task to earn enough trust to get past simple protections used by many email servers to reject and any all messages from new domains or new mail servers that have no history.
