Here’s the operational reality:
SSNs issued to non-citizens can be normal and lawful. SSA and DHS run structured processes where eligible non-citizens can request SSNs as part of immigration workflows (e.g., “Enumeration at Entry,” “Enumeration Beyond Entry”).
The threat is not “SSNs exist.” The threat is weak verification + bad incentives.
