These sleeper cells operate under deep cover, establishing seemingly normal lives while gathering intelligence on key infrastructure, community leadership, and defensive capabilities. Hostile actors use traditional spy tradecraft, creating false identities and cover stories that allow them to blend seamlessly into neighborhoods while establishing networks of sympathizers and assets.

Monitor for people making unusual bulk purchases of potential attack materials including chemicals, electronics, or timing devices. Watch for newcomers who quickly seek positions in security, emergency services, or community leadership that would provide access to sensitive information or facilities. Establish trusted community networks with clear communication protocols to share observations without creating paranoia.
