During Senate testimony, DHS Deputy Director Steven Willoughby warned that it is only a matter of time before cartel-related drone attacks target American law enforcement or civilians. He confirmed that Mexican cartels have already used drones with explosives in internal conflicts. This highlights a major evolution in cartel tactics, signaling that U.S. law enforcement and border security may soon face kinetic drone threats. GLOBAL THREAT ENVIRONMENT
The global threat environment remains complex and multifaceted. Terrorist attacks have decreased in number but have become more deadly. The Tehrik-e-Taliban (TTP) has emerged as the fastest-growing terrorist group, with a 90% increase in attributed deaths. The Islamic State (IS) and its affiliates remain the world's deadliest terrorist group, with attacks in 21 countries. Deaths from attacks by unknown jihadists globally are eight times higher than in 2017, representing 32% of all terrorism deaths.
AMERICAN THREAT ENVIRONMENT
The threat environment is equally concerning. The number of domestic terrorist attacks and plots against government targets motivated by partisan political beliefs has nearly tripled in the past five years compared to the previous 25 years combined. Additionally, there have been five alleged high-profile terrorist attacks across the United States in the first six months of 2025, including four that investigators suspect were motivated by the war in Gaza or radicalized by the ISIS terrorist group. The ongoing war between Russia and Ukraine, Israel's military campaign in the Middle East, and a rising China all demand great power attention. Yet, as the Hamas attack of October 7, 2023 and the takeover of Syria by HTS demonstrated, violent non-state actors, especially terrorist groups, still play an outsized role in geopolitics.
