PRACTICAL TIPS - MAIN TOPIC
The most dangerous assumption any American can make right now is that pre-attack surveillance looks dramatic. It does not. It looks like a guy sitting in a parked car. It looks like someone taking photos near a church. It looks like a person who asks one too many questions about what time a place opens or when the parking lot fills up. The Joint Counterterrorism Assessment Team has documented that observation and surveillance appear in over 31 percent of all recorded terrorist plots between 1990 and 2022. That number has only climbed since the explosion of homegrown radicalization and lone-actor attacks. Here is what you are actually looking for.
The first indicator is repetition. A normal person has a reason to be somewhere once. An operative has a reason to be somewhere four times. Watch for the same face in different contexts - the same individual at your church on Sunday, at the shopping center on Wednesday, and parked down your street on Friday evening. Repetition without explanation is the core behavioral signature of pre-attack pattern-of-life collection.
The second indicator is displacement. An operative standing near your child’s school does not belong there if they have no children enrolled. Someone photographing a power substation, a water treatment facility, or a shopping mall entrance is not a tourist. Context collapse - where a person’s presence does not match the environment - is one of the clearest flags you have.
The third indicator is dry run behavior. In the 2025 New Orleans attack, the perpetrator used Meta Ray-Ban smart glasses to conduct reconnaissance of the exact route he would later use to kill innocent Americans at a New Year’s celebration. He looked like anyone else in the crowd. He was not. Dry runs are designed to stress-test a target, time security response intervals, and identify escape routes. They are indistinguishable from normal behavior unless you know what you are watching for.
The fourth indicator is elicitation. An operative asking a security guard how many staff are on duty at night, or asking a church receptionist when the building is least occupied, is not making small talk. That is target intelligence collection in real time.
CISA’s own guidance using the B.O.M.B.E.R. framework instructs civilians and security personnel alike to establish a behavioral baseline for their location. Anything outside that baseline is a flag worth noting. You do not need to be a federal agent to observe and document. You need to be paying attention.
