On September 15 the Justice Department charged five men working for Russian intelligence. In late August two of them paid a Venezuelan living here about $1,500 to film a Kremlin critic’s home near Washington from his car. Then they offered him $40,000 to kill the man.
The read here is that this is not Europe’s shadow war crossing the ocean. This is Russia doing what Iran and the cartels already do, renting a local with a car and a debt. When he said no to the killing, they said they had people in Mexico.
Do nothing and the next recruit is a kid in your town with a phone, rent due and a message offering $1,500 to film a house.

WHAT YOU NEED TO UNDERSTAND
The instructions were plain. Airplane mode, start recording before the neighborhood, slow as you pass the house, delete the messages after. The killing was called construction, the surveillance measuring a plot of land. All five are at large, so the hiring shop is still open. That’s confirmed. Whether the Venezuelan was working with the FBI is not.
Iran ran the shop first. The IRGC offered a Russian mob boss $500,000 for Masih Alinejad, and the man they sent sat outside her Brooklyn home with an AK-47. The cartels run it on TikTok, and one Arizona county caught over a hundred juveniles smuggling in eighteen months. One method: a local face, a small first job, a bigger one after.
The X is the American who takes a $1,500 job to film a house and finds out he now works for a foreign intelligence service that has his name.
EARLY WARNING INDICATORS
A small paid job that starts with airplane mode. Somebody in your circle is offered cash to photograph an address or drop a package, told to kill location and delete the chat. One odd gig is a scam. Airplane mode before the drive is tradecraft, and the next job is the crime.
Your county name in a federal complaint. A DOJ release that puts a scout or a surveillance run in your state. Washington and Brooklyn are on the list now. When your county appears, the network has a man who knows the roads, and you start the log that week.
The buyer speaks Spanish and the target is Russian. The recruiters here were Cuban and Venezuelan, working Spanish-speaking men, on a Russian target. When the language of the offer does not match the flag behind it, the man hired is disposable, and the man hiring plans to be gone before the arrest.
