BLUF
At 5:30 AM on September 15, Dutch inspectors found steel pipes across both rails at about 30 places. Each pipe shorted a track circuit, the signals went red, and a country’s trains stopped before rush hour. Nobody has been named.
The read here is that this is what war looks like now. Nobody declares it. Pipes, anchors and jammers hit what a country runs on, and the fingerprints stay off. On September 23 Poland’s foreign minister told Reuters these are not threats, they are attacks.
Do nothing and the morning it reaches your county you find out the way the Dutch did, on a platform with a dead app and no bus.

WHAT YOU NEED TO UNDERSTAND
The Dutch pipes were two meters of steel, a few hundred dollars for the lot. A signal reads a short across the rails as a train, so a pipe is a train that never leaves, and every crossing barrier behind it stays down. No blast, no arrest, one morning gone. Who laid them is not confirmed.
Same week, a KLM crew over southern Sweden lost GPS and asked for a full avionics reset, one of 142 Swedish jamming reports by May 28. On New Year’s Eve the freighter Fitburg dragged its anchor across the Finland to Estonia cable and was boarded with the chain still wet. One rule runs all of it: hit what civilians use, stay deniable, spend hundreds to cost millions.
The X is the county whose water, rail, fuel and cell service stop when one cheap object is placed on them, and nobody is ever charged.
EARLY WARNING INDICATORS
A stoppage with no cause in the first report. A rail, water or power outage where the utility says deliberate and nothing else. One is a mechanical day. A second that month, deliberate and no suspect, means it reached your region, and you fill the cans that week.
GPS wanders in your own truck. Your phone or truck puts you a mile off in the open, near a port, base or pipeline. One glitch is a satellite. A week of it in the same spot is a jammer, and it blinds the ambulance and the combine too.
The federal word changes from alert to isolate. CISA’s July 28 CI Fortify paper told utilities to build tested plans to cut themselves off the internet mid-attack. When your water district announces a disconnect drill, it was told someone is inside, and you store water for the drill and the real one.
Tonight’s three moves put a map, a week of supply and a working radio in your house before the morning the trains stop and nobody is charged.
