BLUF
David Cari took a bullet in the line of duty and holds Connecticut’s Medal of Honor for it. Obama’s Justice Department sent him to federal prison for 30 months over one arrest the state’s chief prosecutor had already cleared. Miller, Spaulding and Zullo went with him, four East Haven officers behind roughly 1,000 registration-fraud arrests from 2008 to 2011.
Spaulding did three years and nine months. His daughter was two days old at the verdict. Tom Perez called them bullies with badges on camera, then became Obama’s Labor Secretary. Twelve years on they’re still felons, and tonight there’s no pardon on the record. The man who can fix that is the one you voted for.
Do nothing and four men who did your street’s work stay felons, and every cop watching learns that the lesson holds.

INSIDE TONIGHT’S FULL SITREP
Guardians get the mechanics of how the prosecution happened, the X your family stands on, three early warning indicators, and three practical moves.
The petition count jumps overnight.
Their names on a clemency list.
Fox picks up the story.
Write the White House tonight.
Sign and share the petition.
Put the case in front of your congressman.
A reader with the three signals and three moves is part of the reason the pardon lands. Everyone else reads about it afterward.
Full breakdown, sources, and the X are below the paywall for Guardians.
WHAT YOU NEED TO UNDERSTAND
The state cleared Cari before the feds convicted him. On June 30, 2010, Chief State’s Attorney Kevin Kane found no prosecutable conduct in the Father Manship arrest, the very count Cari went to prison on. The object to remember is eighty license plates screwed to a bodega’s back wall, where it all started.
Miller’s plea was one half-speed jab to a handcuffed drunk’s chest, probation promised, four months served. Zullo’s cruiser touched a fleeing felon’s motorcycle, no damage, left out of his report, and prosecutors threatened 15 years. The FBI’s decoy car with Latino passengers never got stopped. (Then the agent destroyed the file.)
Trump pardoned Sutton and Zabavsky on January 22, 2025. The read here: this file is older and stronger, stalled for lack of noise. Second order: a pardon tells every chief the plate-fraud officer gets defended, and your road gets worked again.
The X is assuming somebody else carries this to the President, while four innocent men stay felons and every cop watching learns the lesson holds.
EARLY WARNING INDICATORS
The petition count jumps overnight. The Change.org petition sat at 29,000 in March. A jump of thousands in a day means a big account or a show pushed it, and pushes are what a pardon office notices. You’ll know the case is moving before any announcement.
Their names on a clemency list. Trump’s 250 pardons for the 250th birthday were floated in May. Watch official White House releases and the DOJ pardon attorney’s page, never rumors. Miller, Cari, Spaulding and Zullo appearing there is the finish line, and you switch from letters to thank-yous.
Fox picks up the story. The case has lived in the Federalist and the Washington Times. A Fox segment or a Trump mention on camera means it reached the desk that matters. Sutton and Zabavsky got their pardons two days after the President talked about them out loud.

PRACTICAL TIPS | MAIN TOPIC
Three moves, and the first one is a letter.
Write the White House tonight. Go to whitehouse.gov/contact, pick the message form, and ask for full pardons for John Miller, David Cari, Dennis Spaulding and Jason Zullo of East Haven, Connecticut. Ten minutes. Name Cari’s Purple Heart and the June 30, 2010 state clearance, five sentences total. Volume is what a pardon staff counts.
Sign and share the petition. The East Haven Four petition is HERE. Sign it, then send the link to five people who back the police. Two minutes and no cost. Every share is a number the White House can see, and 29,000 already made this a story once.
Put the case in front of your congressman. Call your representative’s district office and ask for a letter of support to the White House pardon office. Fifteen minutes. Connecticut’s delegation won’t send one, so it has to come from yours. The DC police union pushed directly for Sutton and Zabavsky, and it worked.
WHAT’S COMING
The pardon rides on one dependency, a President who hears the case, and the vulnerability is that four names from a town of 30,000 don’t reach his desk unless a crowd carries them. That crowd is you. Proverbs says to speak up for those who cannot speak for themselves, and these four have been quiet for twelve years. More in the next episode in our America Under Siege series. Over the next two weeks, watch the signature count on the petition for a jump you helped cause.
Godspeed,
